Who Receives the Flag?
In most cases, the flag is presented to the next of kin as a keepsake after the funeral. If no immediate family members are available, a close friend may request it. Some families choose to donate the burial flag to a VA national cemetery's Avenue of Flags program, where it can be displayed on patriotic holidays.
How to Request a Burial Flag

VA Form 27-2008, Application for United States Flag for Burial Purposes. Flags are available at VA regional offices and most U.S. Post Offices. Funeral directors often assist with the application process.
Can a Burial Flag Be Replaced?
Each veteran is eligible for one burial flag. If the flag is lost, stolen, or damaged, the VA does not provide a replacement. However, local veterans' organizations or community groups may be able to help in obtaining a new one.
Proper Display of the Burial Flag
The way the flag is displayed depends on whether the casket is open or closed. VA Form 27-2008 includes detailed instructions on correct placement and folding. Since burial flags are made of cotton, they are not designed for outdoor use and may deteriorate if exposed to the elements.
